I don't know if it's any help, but with my (admittedly 6 year old) ATI TV-out the TV-out only functions when the screen resolution and refresh rate are 'compatible' with the TV signal. A TV can't display a 1024x768 screen, so the TV-out simply doesn't work for that. It works at 640x480 and 320x240 with varying levels of quality. I'd at least try it at low resolution to see.
