I do not see it a a replacement. I see it as an adition to what YAST already is doing. A lot of people already use apt4rpm and synaptic. This could be an addition to those who would like to use it.
You don't need apt-rpm for that, you already can add e.g. the guru rpm's as yast source ... there are also yum and red-carpet ... both usable in SuSE, but i still prefer Yast
What would, perhaps, be interesting is a command-line front-end to YaST that allowed you to install, uninstall, search for packages and so on. There's y2pmsh but it's supposed to be experimental.
yes, y2pmsh is a nice tool, also with scripting ...
