Clearly the file is there but execution fails. I think the file has appropriate permissions set but the wrong owner:

Contents of '/srv/www/cgi-bin/' should be root:root

I wonder if apache, at least on Suse, is not dealing with file ownership in precisely that way. Perhaps the section dealing with permissions is referring only to permissions and not ownership? I don't know what the author there intended, but I do know that I DID solve the problem. I had used the following command to convert my Windows scripts to use unix style end-of-record.
find . -type f -exec dos2unix -k -s -o {} ';' <snipped>
Did I overlook this aspect of the scenario or did you omit it from your original post? I've been bitten by this exact problem in the past -- invariably with files by clients who are oblivious to the difference.
