OK, so this is what I found. I set this box up and it originally had Apache 1.3.x on it. The vendor who needed the box for web based training installed Apache 2 on the box, but they must have done it in a non - conventional way. The box is trying to launch the apache at bootup, instead of the apache2 install. I think when the updates were done, since yast only saw the apache install, it rewrote the init scripts to try and use apache and it's httpd.conf at startup. How can I change the init scripts to launch the right version of Apache?
