I assume you are "root" when running this. If you are, check that that file does exist, and try to delete it manually. I can not be sure if you system is corrupted. However, if you are running suseconfig as root, and as root can do anything, it is possible that your file system is corrupted. This has been reported on the list by some other people using reiserfs partitions. In order to test for that, copy that file to a temporary place and delete it (as root).
