On my Tumbleweed install on my laptop, in the initial login screen I get an option on the bottom to log in via a touchscreen. It manages popping up a keyboard in the user and password field. I'm not sure how much that propagates into KDE after login. I cannot really test as I do not have a touchscreen. I guess this is standard as I did not ask for it. I would be curious how much of KDE will be showing an on-screen keyboard after login.
