The simple solution is just to install the opera download from: ftp://ftp.opera.com/pub/opera/linux/1062/ Then opera will notify you when a new update is available and download and install it for you. YMMV, but opensuse usually runs several weeks behind upstream updates...
Always feel free to open bugreports. If it is not a security fix release we might not usually update. In that case involve the maintenance team. maintenance@opensuse.org. Generally it just needs to put into the process first, so if there is no knowledge in bugzilla, it wont happen.
