Seems like there's a server between your mail server and the SuSE mail server that holding and then forwarding the SuSE email during that specified timeframe. I usually have a telnet connection from my work to my local ISP (on the West Coast USA, 50 miles south of SuSE server) and I see email from the list coming consistently throughout the day. I do notice a 10-minute turn around between sending out an email and seeing it appear on the list. That's probably a normal delay between sending and receiving.
