Try temporarily disabling compositing/desktop effects (Shift+Alt+F12) and see if that stops it...
No difference. My graphics card probably not capable of much composting anyway, and multiple effects were flagged as not possible. (Its a Vmware guest).
Seems the thing that stops the cpu hogging is to drop to runlevel 3 and back to 5, after first boot. From then on it seems ok.
I suspect there is some part of the start up that is not completed, but I wish there was a way to find out what it was.
If you use htop you can tell it to show individual threads (you probably can with top too but htop is a little easier imho).
