su - username from non root user

Greeting, We have a small situation here, we run a comprehensive POS system on suse 9.3 currently, and as you may have guessed POS systems have POS programable keyboards. So we have programmed the keyboards for user logins. using passwd -d username we disable the passwd. from the login this works fine. But when we do remote support and we are logged in as a user (non-root) su - username gives an error invalid passwd. I have tried to add the users to the root group and to each others groups but it still does not work any ideas?
