In the identd man pages it states: "-e Enables certain non-standard protocol extensions. Currently defined extensions include the requests VERSION to return the Ident daemon version and QUIT to terminate a session (useful in conjunction with the -m option)." could maybe the non-standard protocol extensions "goof" up the client side request? I don't know this for a fact. You could real quick take the "-e" out, send an HUP to the inetd PID and try and log onto the IRC server. This way we could tell for sure if this is causing the problem or not. I don't know this for a fact, but it couldn't hurt to try could it? Also is it ALL the irc servers you try and log onto or just a couple of them? Are you running though a firewall or proxy of some type?
