You mean the personal, per-user 'Trash' folder? This folder is stored in ~/.local/share/Trash/ , in this 'Base' folder, there are two sub-folders: files -- this is where the files are, and info -- this is where the info to the files is stored. For each file deleted to the 'Trash', the file is moved to the ~/.local/share/Trash/files/[filename] location and a info file ~/.local/share/Trash/info/[filename].trashinfo is written. To empty the 'Trash'-bin, either use right-click on Trash-icon, and select "empty trash", or, remove the files and the corresponding .trashinfo-files by hand from the locations show above. - Yamaban.

Something I've seen occasionally in KDE at least is a message that items cannot be deleted because the trash has reached its maximum size, and there is a message advising to empty it. However, that doesn't cure the issue and you can get caught in a vicious circle where you can neither fill nor empty the bin. It's necessary to rename the /.local/share/Trash/metadata file so that a new one is created and the problem then goes away. In KDE, when You have Trash widget on the desktop, right click on it, select preferences and set what happens when it reaches certain limit. You can for example delete oldest files from there when it takes 5 % of the disk or so.
