The issue is that both a fresh install and the upgrade did not change to Packman version as the libavcodec58 is older than the ones in the OpenSUSE repos.

The only thing that was needed to install them was this:  (repo 1 is Packman).

zypper in -f -r 1 --oldpackage libavcodec58_134
