Look at proxy servers - squid & wwwoffle, to cut down on bandwidth, plus firewalling to stop the script-kiddies getting in. A local Apache http server will also let you do an in-house site. AFAIK nobody has yet done a Howto on setting up a this, so it's a matter of reading the docs I'm afraid. Good luck, it sounds a very worthwhile project.
