That use to be pretty standard for a certain vintage of machines with dual processors (not dual cores, but separate CPU chips).
Oh, it's a few weeks old Dell system with Intel Core i7 CPU. Well, several of them. But definitively no vintage system. It stops after the "Please stand by while rebooting the system..." message, when usually the BIOS is triggered to reboot.
