I looked further into this and it appears that the program zic compiles the Timezone Files which end up in /usr/share/zoneinfo/Australia/Sydney (in my case)
My question is where can I find the source Timezone file for Sydney. I have tried searching but have not found anything.
A lot of source code re time zones is in the glibc source. You have to unpack the source rpm as these files are not installed by the glibc binary rpm.
