They are not the same files. Those on the repo list the repository content, while the DVD ones list only the subset that exist on the DVD.

I got intrigued and downloaded the iso and mounted it. To my surprise there is no ARCHIVES.gz, INDEX.gz or ls-lR.gz. The packages are only listed in the repo files (xml).

It was always there. Was. I just looked in the 15.1 iso, and the files are missing as well. Same thing on the 15.0 iso. However, there is a repodata directory with files that have equivalent data, but not easy to read, like ...-susedata.xml.gz, ...-appdata.xml.gz, ...-filelists.xml.gz
The ARCHIVES.gz is present in the 42.3 DVD.

Could be. Maybe could be placed online, to answer questions like the current one. It breaks the "pin" program partly.
