They are not the same files. Those on the repo list the repository content, while the DVD ones list only the subset that exist on the DVD.
You're right and we're both wrong :D I got intrigued and downloaded the iso and mounted it. To my surprise there is no ARCHIVES.gz, INDEX.gz or ls-lR.gz. Oh! :-o It was always there. Was. I just looked in the 15.1 iso, and the files are missing as well. Same thing on the 15.0 iso.
