Looks like the mirror you were handed is having problems, I had no problem browsing http://download.opensuse.org/distribution/leap/ and then to 15.3/repo/oss/. You can either choose a direct mirror or given it a while and see if the issue is resolved. -- David C. Rankin, J.D.,P.E.
