I have a 11.1 box I use with kde3.5 I simply coudn't make kweather work (it's installed, according to YaST, but not available in any plasmoid window - I use it with an other install of factory, so I know how it works). I wont say more. I think you will find that yAWP is the weather plasmoid of choice for KDE 4.2 and not kweather. kweather rightly or wrongly should be used in KDE3.
