I would guess/hope that this setting would be global. For now I just ran the xset command from a kvt prompt. Seems to work. (Thanks guys) I don't know much about the guts of Linux or X myself. Perhaps some one more knowledgeable will be able to explain this.

The xset command will work at any point, so long as the X server is running. It could be in your .xinitrc file, or (as you found) you can enter it later as a command or whatever.
