Others answered this. To add: Reasons for not installing an update are most often (a) a vendor change, and seldomly (b) missing dependencies, e.g., because it's either not there, or a dependency would need a vendor change to be installed. I would very much like to have a command line option to zypper up that just outputs (b) cases, but that's not available, to my knowledge. After all, if I would have wanted a vendor change, I would have used zypper dup. So, in my nightly check for updates, I have a script that checks for each "NOT installed" update if it's known why it cannot be upgraded, and warns me if new packages appear in that list.
