Lets put it very plainly: * if it wasn't started by systemd then its not going to be stopped by systemd * if its created explicitly not to be managed by systemd then its not going to be stopped or started by systemd This is not a systemd problem. It is a mis-information problem, Ruben failed to tell us, up front, that he had his onw custom compiled version that was called httpd rather than Apache2, which he had started without systemd. You, aaron, are just adding to the confusion and tying to play this as a systemd problem when systemd had nothing to do with it.
