My main WebApp front end Nginx running openSUSE 15.3 on a SFF Dell optiplex 755, very good luck. I am running Dell Hardware that older than my 17 year son, running 64-Bit TumbleWeed with great success. No issue with NMap, no Nanny program blocking. I also have a few Dell PowerConnect Switches.
Sorry you had issues, but it strange. I have some newer optiplex 7xxx seriers I bought off ebay for a $100 that are great Linux Desktops.
My desktop is a Optiplex 755 tower. It was just over C$100 from a local discount vendor with delivery, so in the same price range as yours. Yes it has that extensive setup menus, but being used to Sony camera setup menus this was a no-brainer for me, but I find it perfectly adequate. This model has no provision for external locks. Yes it runs openSUSE. The 755 was recommended to me by a friend who has five of them and a 780 as well. (I don't ask what he does with them!)
I can't stand HPE or Lenovo Hardware.

A HP laptop I bought (at expense at the time, but it paid its way) eventually gave up to a fuzzed out screen. I could probably have replaces the part from eBay for a few dollars if i knew more about which part I needed. That might even happen on day. But as it stands I can telnet/ssh into it. The laptop I am using right now is a Compaq (thus HP second name), offered at 20% discount at a general supermarket, about 10 years ago. The discount was given as a voucher to buy things at the same place. I'm quite happy with it. But now all laptops I buy for me or other people are Lenovos, I'm very happy with them. My most recent computer purchase, to replace that HP, was a Qotom mini PC, which I bought new. It has an i5 CPU, 4 GB RAM, 64 GB SSD & 4 Gb Ethenet ports. I run pfsense on it.

the thinkpad brand (from Lenovo) is very good but my paswd problem was with old Fujitsu lifebook E8420 laptop *found* on a shelf in a newly purchased student flat. Three of them, box with nothing in them, but accept up to 8Gb ram, 1680x1050 display and one of them is now a personal server 2 meters from me right now :-) only one was passwd protected in flash rom (no simple way to reste it).
