what is it you're trying to accomplish? depending your needs: maybe you merely need to run a small website or a couple of virtual sites, why not set up a box locally?
of course, if you're running a huge site, with thousands of hits a day, that's a diff story :)
I live in a remote area in the US and I can't get anything better than a dsl line 512 both ways here. It is $99 and not up as reliable as I would need. The box will be hosting multiple websites and running a Postgres. If I did it locally I would need battery backup and everything.

Poor thing .... I live in a remote area and can't get anything better than dial-up.
