No, I think this would be completely the wrong approach. What about having an optional DVD (disc 2) with the missing things that can be downloaded as an ISO and added as a source? taking the normal 4GB DVD, you would need _8_ addon DVDs.
Of course there is still the option of the retail boxed edition :-)
which doesnt have all of the FTP tree either. even with the 9GB DVD
