Yes, if it should be a clean installation. I've got the complete installation DVD with all pacakges on NFS and install from there. Then puppet takes over to update the cache directory location and trigger the package updates. That said, most of the time ad-hoc installations are done by cloning an existent system. (Or an VM instance. In my company, ad-hoc installations are only needed to try something out. And that's the realm of VMs, with their snapshot capabilities.) That's roughly how I used to do it, but I figured using squid would be completely transparent and very low maintenance.
