Your IP address will be assigned during the PPP link negotiation. If you paid for a static address, you should always get this static address assigned by your ISP. rp-pppoe itself knows nothing about IP (well, except for the MSS clamping hack), so doesn't care what IP address you get assigned.
Your static address will be assigned to a PPP interface (e.g. ppp0), not the Ethernet interface. The Ethernet interface itself is not used for IP at all, just PPPoE. Confused yet? :-)
