What it says, a marking every 20 minutes, nothing more. If there is no activity at all, that line will be there, at least. The MARK is just a message from syslog telling you it's still alive. You get it when there is no other activity, so you can tell if it's hung, crashed or something else is wrong. As long as you see the MARKs, you'll know syslog is still running
