How do you change the text telnetd returns to you BEFORE you login

Does anybody know how to change the text telnetd returns to you BEFORE you login to Linux. For example, the text,
Welcome to linux.mydomain.com - Kernel 2.2.x (etc).

I know how to change the /etc/motd for the text you get AFTER you login,
