Is WvDial something like pine or elm. I hope to use kmail in the future.

Pine and Elm are essentially mail readers, whereas WvDial is a semi-automated configurator and dialer for ppp dialup connections. WvDial probes all your modems and sets an optimum init string to maximize your modem's capabilities. You give it 3 bits of information (username, password and ISP's phone number) and it will handle the dialing/connecting procedures. Not to start another KDE thread but I was using KMail with WvDial until recently. I've now switched from the KDE environment to Window Maker and XCmail for my mail app. I can confirm that KMail works fine with WvDial. I use only WvDial for all my dialup connections (NS for news and browsing, XCmail for mail).

But, from what I read on my KDE thread, it seems kmail has unnacceptable problems.

I set up KBiff to call KMail which workes fine in or out of KDE. XCmail has a built in mail checker so I don't need a biff app. The drawbacks to KMail are, imo: lack of a spell checker and lack of auto threading articles.
