[opensuse] Tumbleweed hanging on shutdown/reboot

in console mode I see before.local and then things just stop there
boot from a "livecd" and see what is in before.local system ships with before.local only containing commended lines while you are there, look at /var/log/boot.msg and see if it explains or indicates what failed.
I seem to still have init running, not systemd
you should know. If it is not, you *would* have changed it or you are not running a released system.
