File patches-2.4.13-5.tar.bz2, as the README file indicates, is a collection of individual patch files to susefy a vanilla 2.4.13. You want the file suse-2.4.13-5.bz2 which is THE patch you want to apply with the 'bzcat suse-2.4.13-5.bz2 | patch -p1' command. If you have any previous vanilla 2.4.x kernel, just download the incremental patches from ftp.xx.kernel.org (xx = your country code). Example, you have 2.4.7, download: ftp://ftp.us.kernel.org/pub/linux/kernel/v2.4/patch-2.4.8.bz2 ftp://ftp.us.kernel.org/pub/linux/kernel/v2.4/patch-2.4.9.bz2 etc. and apply them in their numeric order.
