As Carlos explained, ntp doesn't know anything about hardware clock. The CMOS hardware clock's clock, time is transferred by boot.clock to the system hardware clock. ntpd only works with the system hardware clock, not with the battery-buffered CMOS hardware clock.
And we do not all live in that timezone.
Per and I are from Europe as well, and it works at our installations. It also works for all my systems that are permanently attached to the network where the time server lives. My issue is with system where that is not the case. Are you sure? If you have the same error on the other systems, that error will get corrected at start of ntpd immediately. You might not notice the erroneous initial setting.
