[opensuse] timezone update for 9.3
Many thanks to Marcus, or whoever made this happen.. on Feb 22, the timezone rpm with updated time change information for North America, western Australia, etc, was posted to the YOU updates repositories. Not being a security update, it may not have made it into any update announcement.
