Someone was looking for a tool for this last month -> User Bandwidth Arbitrator
[037] - Linux Bandwidth Arbitrator 4.5 by astormchaser (http://freshmeat.net/users/astormchaser/) Friday, June 13th 2003 00:49 System :: Networking System :: Systems Administration About: Linux Bandwidth Arbitrator allows beginning-to-advanced network administrators to control bandwidth. It is designed to be completely turn-key in its default configuration. You just plug it into your network trunk, and it self configures and immediately starts slowing "bandwidth hogs". It also comes with finer controls that are easy to use, and can be configured to target specific applications such as Kazaa, IMAP, and POP. Traffic can be limited by host IP, subnet, and time of day controls can be set. Changes: User space utilities are included for adding traffic shaping rules on the fly. Now you can add new applications without restarting the arbitrator. The new utilities also support persistence (the data stays through re-boot). A nice browse utility query was also added for all your current settings, and a self test utility to check the arbitrator sanity.
