You should do this before reinstalling. I suggest you boot from the SuSE rescue System, run YaST and use the partitioner. Make sure that you uncheck "format partition" for the swap partition (that is what mkswap does). After repartitioning, run the commands that I mentioned. You can now do a fresh install, but make sure you tell the installer to use the existing partitions.
