Not really. You can still run something like John the Ripper across the
password file and find weak passwords, but you can't look in /etc/passwd
and just see the users passwords in clear text.

No, since the passwords in /etc/shadow are either the resultant of a one-way hash function or MD5. However, root can su to any user and have access to all files on the system.
