Anytime the system starts to slow down it is a fair indication that there are dozens of these running. kioslave is the process forked off by KDE to do it's IO for it. If you do a file copy, ftp download, etc, the actual file transfer is done using another process: kioslave. This keeps the application which wants to transfer done responsive to other forms of input. It sounds like something is rather wrong with your system if these are building up and not disappearing when completed. What version of KDE are you using?
