Where are you seeing this error message? In the mail-log? Have you tried contacting the mail-server with telnet? (just to check connectivity).
I <send> the message in Kmail; the progress window at bottom right remains at 0%; after a time, the time-out message appears. Right, so it has to be your local machine or something in between (fireweall, gateway etc).
