Because it assumes you already have an Linux Operating System. The SuSE Linux contained is just an add-on.
I'm sorry to say, but that doesn't make sense at all. You make a parcel with Applixware and add Linux. Why do you suppose the buyers will have another Linux in advance?
I'm sure Oracle, Informix, StarOffice and other applications are shipped without boot disk, too.
But these are not operating systems. Linux is. It is provided in Linux Office Suite 99. That's the difference.
