I tried this on Tumbleweed, it may or may not be a Suse or`even a Linux issue. For USB tethering there is a switch to turn ON, once ON the comnputer is supposed to recognize it and net browsing may begin (the way I understand it no other action being required). I don't know if NetworkManager would show the usb cable or what? It shows nothing, and there is NO internet given to the computer (wifi hotspotting DOES work). However, when I next turn the USB Thethering switch OFF then I get a popup asking if I want to allow the phone to share data with the computer. Clicking yes opens a file manager & data transfer becomes possible. The first procedure is documented but doesn't work, the second one isn't but does. Any ideas?

NetworkManager will see a new network interface. What it will do depends on the interface type. For wired interfaces NM normally tries to autoconfigure them. Does a new interface appear when you activate tethering?

No. It's my first smartphone. If I try to 'add' a new connection in NetworkManager I don't know what connection type to select, USB via a phone isn't really wired and it isn't really wifi either. Same result if booted into Slowroll but if I try it under Artix (also set up with Plasma and NM) it works and shows up as a 'wired connection' or 'wired-connection-2' if ethernet is already plugged in.
It shows nothing, and there is NO internet given to the computer (wifi hotspotting DOES work).

So it sounds like some drivers are missing. You could start with rebooting, connecting your smartphone and providing the dull output of dmesg command. Upload to https://paste.opensuse.org/

Yous aksed if a new interface appeared, I answered with no.

https://paste.opensuse.org/pastes/2589d6558c09 The Android thing seems to be recognized, it would have to be in order to allow file manager transfers (which it does) but that's it. In Artix it coughs up what looks like a driver "cdc_ether" https://paste.opensuse.org/pastes/526e0d5b68c4 but searching for that with Yast in TW points only to the default kernel (as 'provider' package)
It shows nothing, and there is NO internet given to the computer (wifi hotspotting DOES work).

I asked whether new interface appeared and you started to describe NetworkManger GUI.

It would be more useful if you also described what you did capturing this log. Different devices appear multiple times so it is probably more than just connecting your phone.
The Android thing seems to be recognized, it would have to be in order to allow file manager transfers (which it does) but that's it.

As can be seen from this log the driver is rndis_host and this driver is blacklisted by default in openSUSE. Do touch /etc/modprobe.d/50-blacklist-rndis.conf and try again. You can also simply do modprobe rndis_host to preload this driver for testing. If it still does not work, show dmesg output again.

Both are known and documented. When you tell the phone to share internet via the usb cable, Network Manager should react and list a new connection possible. It may connect automatically or not. -- Cheers / Saludos, Carlos E. R. (from openSUSE 15.5 (Laicolasse))

Android. It is standard Android behaviour.

I have a Pixel 6 and Leap 15.4. I just connect the USB cable and then go into the phone settings to enable USB tethering. The computer then automagically connects with DHCP. Works fine. I have often tethered my computer and use USB if I expect to be connected for a while or Wifi tethering if for a short time.

It's ME, I had all my fingers up the stack right up to the armpit again Yes, NetworkManager DOES the job quite well, the problem was that as I attached the USB cable and the NetworkManager popup asked me what I wanted to do with the device the phone meanwhile popped up a "gimme permission" of its own which I didn't notice. Problem fixed, I now watch the phone and hit "Allow" before going to the computer :-) Sorry for the acute distress caused to all :-)))
