have you tried waiting some time (10 minutes or so) and then start "Install Software" again? After login, packagekitd indeed uses the database when checking for updates. If yes, and it didn't work, then it's most likely a bug and you should reopen.

Indeed waiting about 10 or so minutes seems to solve the problem. I had originally waited until after the update icon changed or disappeared. Apparently that wasn't quite enough time. I guess I just need to be a little more patient before doing an install.
