The purpose of dummy device is for applications that require some kind of network connection to function. One such application is Emacs, if I am not wrong. So if you only have a dial-up connection, I think you should leave dummy device there. But if you have an ethernet device also, you may disable dummy. Is your machine connected to an isolated LAN and is connected to the outside world via dial-up connection? If that is the case, I don't see why you can't disable dummy device.
To give you an example, my machine at home is connected via cable modem to the outside world. Since I don't even have a phone line at home because I use a cellular phone, there is no point in even compiling PPP or SLIP cupport into the kernel, and no point in compiling dummy device support into the kernel either. If dummy support is not compiled into the kernel, what is the point of enabling it in rc.config?
