Yes, but then which issue do you see? That someone is downgrading from 3.0b4 to 2.0.0.23 and still get the update to 3.0 offered by default? That's not a bug but a feature and the bug is what I wrote. That apparently you cannot easily force the old version to persist. My issue that is that I can not find a clean way to opt out of being proposed updates of a package for which I have deliberately chosen to use an older version.
