I can't help w/ the skype question, nor understand it, but as for the camera, does it have a usb port? what happens when you plug it into the computer? does it automount? What happens when you connect the camera [via USB]? It's a camcorder so you need video editing software. According to this page your camera is fully supported in kdenlive: http://www.kdenlive.org/video-editor/sony-dcr-hc17e This is available in the packman 3rd party repository. See http://opensuse-community.org/Repositories/11.3, register Packman, then install 'kdenlive' in YaST

Skype UI allows switching the interface language. By default it uses the language defined in locale, but then you can switch to other supported language. (Russian is supported, if this is what you need :-) ). You do not have to use special "windows file" to translate Skype.
