[opensuse] 10.2 beta 2 install

I had a similar problem a couple of weeks ago in 10.1. I'm assuming that you are using KDE. Do ALT-F1. Select Personal Settings/Desktop/Panels and deselect Hide or select Hide as the case may be; OK the change. What this is doing is creating a new ~/.kde which should now fix the problem- hopefully :-) . I forgot to mention that if you have a backup of ~/.kde then replacing the current with the backup should also solve the problem of the taskbar.
