If you're trying to fetch via FTP, I guess you haven't yet installed the YOU update. If that's so, YOU is unable to do passive ftp as it doesn't pass the necessary parameter to wget. For the time being, just edit /etc/wgetrc. Search for the line #passive_ftp = off , remove the hash sign in front and change the 'off' to 'on'. As you're behind a firewall that blocks active FTP this would be advisable even if YOU would work correctly.
