There was a web-yast years ago. It failed.
Such things are generally worse than built-in ones, and YaST has a good one now. More important, text mode is needed when the window system is not available.

No. It's a requirement, and it needs to be equivalent to the web interface. If the window system is broken or just not there, YaST still needs to function. That could be with 'elinks' and other text-based web browsers, but not with reduced functionality.
text based yast is the most important tool to have, specially on server or remotely. It even works using a rescue CD.
