If your an ISP you can easily prevnt users from using GCC, but the default configuration on a free software system should include, IMO, the basic tools to compile things, especially the kernel. Ruben
The point being that any computer which has some sort of public access should limit what the public is able to do, and that includes compiling unvetted programs.
